So I deleted solidworks because it was not letting me open the app, so when I went to re-download it the installer would not let me do it, so I went into my files and deleted all of the files that had to do with solidworks. So now when I am re-downloading it, for some reason it is saying that I don't have the toolbox.

check your file paths in options/file locations.

I can't, I don't have the app installed. It is when I go I try to re-install using the installation manager that I am getting the problem.

Try turning off your anti virus protection. Then try to install

I tried and got the same message. I'll attach screenshots so you can see what I mean. The second image is when I hit "ok" and

keep going. Notice that the toolbox section is grayed-out as well as the download and install button.

I had the same problem when I installed 2018... I double checked my licence, then turned off the anti virus, and it worked. If that's not working, I am afraid I've run out of ideas for you. Can you call someone in IT who is familiar with your machine/network?

It sounds like you may have some registry problems.

If you call your VAR they can do a remote session with you and walk you thru the installation.
