Edrawings 2019 SP05 not opening window

All you need is a SOLIDWORKS ID, or a new or existing 3DEXPERIENCE ID.

I have one user who is having issues opening Edrawings 2019 SP05. If the application is opened, it shows it is running but does not display the window. We can click the icon on the taskbar, but that does not do anything. Hovering over it shows a window, but it will not open. We have even dried doing a drawing but that does not open Edrawings at all.
