Sketch Picture not working

All you need is a SOLIDWORKS ID, or a new or existing 3DEXPERIENCE ID.
I can insert the image, scale it, select transparency, etc., but the 2nd properties page is non-existent.
Do the images have to have certain qualities for this to work?
I've tried simple black and white images, in BMP, JPG, and PNG.
